Customs clearance at ICD Sanathnagar

Hyderabad has no port, so your container arrives by rail from the coast and clears here. Understanding what happens at Sanathnagar is what keeps a consignment out of demurrage.

The route inland

Why your container goes to a port it is not cleared at

Hyderabad is roughly 600 kilometres from the nearest major container port. Cargo cannot be cleared where there is no customs facility, so containers discharge at a coastal terminal and move inland under customs bond — sealed, uncleared and untouched — to the inland container depot at Sanathnagar.

Clearance then happens here, in Hyderabad. The bill of entry is filed against this station, the examination happens here, and the release order is issued here.

What happens on arrival

  1. Container arrives by rail and is de-stuffed, or moved to the CFS for LCL deconsolidation
  2. Bill of entry is matched against the manifest
  3. Customs assesses the declared value and classification
  4. Physical examination, on a risk basis
  5. Duty is paid electronically
  6. Out of charge issued — the cargo can now leave
  7. Inland transport to your address

Filing before arrival

A bill of entry can be filed in advance of the vessel or train arriving. It matters more than it sounds: assessment begins earlier, queries surface while there is still time to answer them, and the consignment is often ready to release on the day it lands rather than three days after.

Honest about transit The rail leg inland adds several days over a delivery to Chennai or Mumbai. That is a fact of Hyderabad’s geography, not a failing of any particular agent. What you should be sceptical of is an agent quoting you the same door-to-door transit as a coastal city — they are quoting port to port and leaving the rest for you to find out.

Cost of delay

Free days, demurrage and detention

These are the charges that turn a manageable delay into an expensive one, and they are almost always caused by something that could have been sorted before the goods shipped.

Free days

The window

A limited period after arrival during which cargo can sit without storage charges. Enough for a clean clearance. Not enough for a missing certification.

Demurrage

Charged by the terminal

Daily, for cargo occupying space beyond the free days. Rates escalate the longer it stays.

Detention

Charged by the shipping line

Daily, for holding the line’s container beyond the allowed period. Applies to FCL and runs until the empty is returned.

What actually causes it In our experience the order is: a missing product certification, then a valuation query on an under-declared invoice, then a packing list that does not match the cartons. All three are identified before the goods leave China if anyone bothers to look — which is why we check the HS code at enquiry stage and inspect before loading.

Local matters here

Somebody at the counter, not on email

When customs raises a query, the difference between a day and a week is whether someone can walk into the office with the document. Agents operating from Delhi clear at Tughlakabad and move your cargo down afterwards — an extra handling stage, extra days, and nobody within reach when it matters.

Questions

About ICD Sanathnagar

Where is ICD Sanathnagar?

It is the inland container depot at Sanathnagar in Hyderabad — a customs-bonded facility where containers railed inland from the coastal ports are examined, assessed and released. It is the main sea-cargo clearance point for the city.

Why does my container go to a port first?

Hyderabad is inland and has no seaport. Containers discharge at a coastal terminal, then move to Sanathnagar by rail under customs bond. Clearance happens here, in Hyderabad, not at the coast.

How long does clearance take at Sanathnagar?

Two to four working days once the consignment is available for examination, assuming documents are complete and no certification is outstanding. Filing the bill of entry before arrival starts the clock earlier.

Can I visit and see my cargo?

It is a customs-bonded area, so access is controlled and cargo cannot simply be inspected on request. What being local does give you is somebody physically at the counter when a query is raised, instead of an email chain with another city.

What are free days and demurrage?

A limited number of days are allowed after arrival before storage charges begin. After them the terminal charges demurrage and the shipping line charges detention on the container, daily. They accrue while a consignment waits for a missing document or certification.

Is clearing at Sanathnagar cheaper than clearing at a port?

Not inherently — the duty is identical. What it saves is the second leg: cargo cleared at Nhava Sheva or Tughlakabad still has to be trucked or railed to Hyderabad afterwards, with another handling stage and another set of charges. Clearing here removes that.
